Intel' Youth day 2021: “Transforming Food Systems: Youth Innovation for Human and Planetary Health”

 अन्य वर्षहरू झैँ यस वर्ष पनि अगस्त १२ का दिन संसारभर अन्तर्राष्ट्रिय युवा दिवस मनाइँदैछ । व्यक्ति, परिवार, समुदाय, राष्ट्र अनि सिङ्गो विश्वकै विकासमा युवाहरूको भूमिकाको महत्वलाई दर्शाउन हरेक वर्ष संसारभर अन्तर्राष्ट्रिय युवा दिवस मनाइन्छ । यो दिवसले अन्तर्राष्ट्रिय जगतलाई सकारात्मक दिशातर्फ लैजान युवा सहभागितालाई थप सक्रिय गर्ने नवप्रवर्तनात्मक उपाय तथा हुनसक्ने परिवर्तनलाई पनि उजागर गर्छ ।


सन् २०२१ को युवा दिवसको नारा भने यसप्रकार छ । 'Transforming Food Systems Youth Innovation for Human and Planetary Health' युवाहरूको सीप र कौशललाई केन्द्रमा राख्दै यो वर्ष खाद्यान्न प्रणालीको रुपान्तरण र समग्र पृथ्वीको नै स्वास्थ्यलाई महत्व दिइएको छ । खाद्यान्न सुरक्षा र खाद्यान्न सार्वभौमिकतालाई यस वर्ष महत्व दिइएको छ । नेपालजस्तो कृषि–प्रधान देशमा कृषिको व्यवसायीकरण, कृषिमा युवाहरूको सहभागिता आदि कुराहरूलाई महत्वका साथ हेरिनुपर्ने स्पष्ट देखिन्छ ।

युवा जनसंख्यालाई संसारका कुनै पनि देशले आ–आफ्नै उमेरको परिधिमा राखेको छ, तथापि युवा भनेको मानव जीवनमा अत्यधिक जोश, जाँगर, उत्साह अनि शक्ति भएको उमेर–समूह पनि हो । नेतृत्व गर्न मन लाग्ने, जे पनि गर्न सक्छु जस्तो लाग्ने, उत्साह अनि संवेगसहितको युवा अवस्था शक्ति र सामथ्र्यले भरिपूर्ण अवस्था हो ।

त्यसैले पनि होला, युवाहरूलाई परिवर्तनका संवाहक मानिएको किनभने परिवर्तनका लागि नयाँ सोंच, उर्जा, चेतना, मौलिकता अनि हक्की स्वभाव जस्ता अनेक तत्वहरूका समिश्रण चाहिन्छ र यसका लागि युवा अपरिहार्य छ । युवा अवस्थामा मान्छे पुराना भन्दा नयाँ, परिवर्तनकारी र आन्दोलनात्मक तरिका र कुनै पनि मुद्दाको अन्तिम नतिजा निकाल्ने कुरामा विश्वास राख्छन् । इतिहास साक्षी छ, युवाहरूको सहभागिताविना कुनै पनि आन्दोलन, परिवर्तन, युद्ध अनि विकास भएका छैनन् यसअर्थमा युवाशक्ति भनेको अवसर र सही अर्थमा परिचालन गर्न नसकिएमा चुनौति दुवै हुन् ।

नेपाली गाउँहरूमा आजभोलि पहिलेजस्तो युवाहरूको संख्या बाक्लो देख्न कहाँ पाइन्छ र ! हाम्रा देशका युवाहरू गएका दशकदेखि रोजगारी, अध्ययन तथा सम्भावना खोजीको सिलसिलामा विदेश जाने क्रम झन्–झन् बढेको छ । संसारले युवाको महत्व बुझेर ठूल्ठूला कार्यहरू, विकासका लहरहरू र उर्जायुक्त दिवसहरू आँट्दासम्म पनि नेपालले आफ्ना युवाशक्तिलाई देशभित्रैका विभिन्न सम्भावनायुक्त क्षेत्रहरूमा अझै अटाउन सकेको छैन । हाम्रा युवाहरू मुख्यतः खाडी, कोरिया, जापानका देशमा पसिना बगाइरहँदा यता गाउँमा मलामीसम्मको जनशक्ति हम्मे–हम्मे परेको समाचार विभिन्न सञ्चार माध्यमबाट आएकै हुन् ।

वैदेशिक रोजगारबाट आएका विप्रेषण ‘रेमिट्यान्स’को पैसाले सिमेन्टका सग्ला घर, राम्रा लूगाफाटा, मीठा खाना अनि महँगा टिभी, मोबाइलहरू हात–हातमा देखिए तापनि यसरी सधैं लाहुरे नियतिले जीवन चल्छ त ? देश विकास हुन्छ र ? सोच्नुपर्ने समय आएको छ ।
दिनहुँजसो बाकसमा बन्द भएर आउने नेपाली युवाका शवहरू अनि तिनमा आश्रित परिवारका आँसुको हिसाब–किताब आजको दिनमा सरकार र सरोकारवाला संयन्त्रसँग माग्ने बेला आएको छ । युवाहरू गहना हुन भने देशको सम्पत्तिलाई विदेशिनु नै नपर्ने वातावरण सृजना होस् । देशमा बढ्दो राजनीतिक सङ्कट, समाजका हरेक अन्तर्वस्तुमा हाबी भइरहने पारम्परिक चिन्तनलाई चिर्न भएपनि हाम्रो देशमा युवाशक्तिको सबैभन्दा बढी आवश्यक छ । पुल–पुलेसा, बाटो–घाटो अनि विभिन्न पुनर्निर्माण तथा विकासका अग्रगामी सोच र त्यो सोचमा भरपर्दो ताकत भरेर देशलाई समृद्ध बनाउन युवाहरूको भुमिका अपरिहार्य छ, ‘हे युवा जय युवा ।’

‘नेतृत्वबाट नयाँ र प्रभावकारी लक्ष्य राखेर दीर्घ विकास गर्ने सोच राख्दा युवाहरूको सहभागिता अन्य समयहरूभन्दा थप महत्वपूर्ण रहन्छ । यस ऐतिहासिक बिन्दुमा म ‘वान कि मूनको सम्बोधन’ संसारका युवाहरूसँगै नेपाली युवाहरूलाई बहुआयामिक विकासका निमित्त मागहरू राखेर आजको आवश्यक्तालाई सम्बोधन गरिदिन आग्रह गर्दछु ।’

यसअर्थमा नेपालमा पनि कार्यक्रमहरू गरिँदै अनि ज्ञापनपत्र र घोषणापत्रहरू मन्त्रालय र प्रधानमन्त्री कार्यालयमा बुझाउने चलन छ । युवाहरूले आफ्ना माग र आवश्यक्तालाई सरकार र सरोकारवालाहरूसमक्ष लैजान जागरुक र तदारुकता हुन जरुरी छ । स्वरोजगार ऋण र सीपमूलक शिक्षा प्रणालीजस्ता अवधारणा साकार पार्न नेपाली युवाहरूको जोडदार आवाज उठ्न जरुरी छ । जहाँ आवाज कमजोर भयो बुझे हुन्छ विकास ठप्प भयो । परिवर्तन ठप्प भयो ।

यसकारण पनि परिवर्तनका संवाहक युवाहरूको भूमिका अनन्त छ । युगान्तकारी परिवर्तन र विकासको अभिभारा नेपाली युवाहरूको कुशल काँधमा छ । जय होस् ।

The economic impact of COVID-19 is set to make the job market more challenging for youth. The ILO reports that in the first quarter of 2020, about 5.4% of global working hours, which is equivalent to 155 million full-time jobs, were lost relative to the fourth quarter of 2019.

Recent estimates suggest that 600 million jobs would have to be created over the next 15 years to meet youth employment needs.

The proportion of young people not in employment, education, or training (the youth NEET rate) has remained stubbornly high over the past 15 years and now stands at 30% for young women and 13% for young men worldwide.

The globe and its young population are coping with the adversities created by COVID-19, the year 2021 is not any different.

During the 2021 ECOSOC Youth Forum (EYF), the issues and priorities highlighted by young participants included the impact of the COVID-19 pandemic, particularly related to its effect on human health, the environment, and food systems. As part of the official outcome recommendations of the EYF, young participants stressed the importance of working towards more equitable food systems. In addition, they highlighted the need for youth to make informed decisions on food choices through increasing global education on the healthiest and most sustainable options for both individuals and the environment. There were also recommendations on providing adequate capacity development concerning the resilience of food systems, in particular during the ongoing COVID-19 pandemic and in its aftermath. Food systems include not only the basic elements of how we get food from farms to the table, but also all of the processes and infrastructure involved in feeding a population, and the negative externalities that can be generated during the process, such as air and ocean pollution as well as desertification. There is also the risk of zoonotic diseases that can result from unsustainable farming practices and the climate crisis. Population health is also key in addressing food systems challenges, especially as nutrition-related chronic diseases such as obesity, diabetes, cardiovascular disease, and some forms of cancer are major contributors to the global burden of disease.

In this context, the importance and solidarity for international youth day have increased. The theme of International Youth Day 2020, “Youth Engagement for Global Action” seeks to highlight how the engagement of young people at the local, national and global levels is enriching national and multilateral institutions and processes, as well as draw lessons on how their representation and engagement in formal institutional politics can be significantly enhanced.

As the UN turns 76, and with only 9 years remaining to make the 2030 agenda, a reality for all, trust in public institutions is eroding. At the international level, against the backdrop of an increasingly polarized world, the international system of governance is currently undergoing a crisis of legitimacy and relevance. In particular, this crisis is rooted in the need to strengthen the capacity of the international system to act in concert and implement solutions to pressing challenges and threats (examples include some of the worst contemporary conflicts and humanitarian emergencies, such as Syria and Myanmar, as well as global challenges, such as the COVID outbreak and climate change).

This year, as in other years, International Youth Day is being celebrated all over the world by organizing various programs. International Youth Day is celebrated around the world every year to show the importance of the role of youth in the development of individuals, families, communities, nations, and the world. This day also highlights innovative ways to make youth participation more active and possible change to move the international community in a positive direction.

In Nepal too, various programs are being held and it is customary to submit memorandums and declarations to the Ministry and the Prime Minister's Office. The youth needs to be aware and diligent in taking their demands and needs to the government and stakeholders. On the other hand, for the sake of good governance, transparency, and rule of law, the vigilance of the youth is always necessary. Due to this, the role of the youth who are the carriers of change is eternal, the responsibility of the fateful change and development is on the efficient shoulders of the Nepali youth.
